Loosen the caliper mounting bolts-caliper will be adjustable side to side
Turn the inboard brake pad adjuster out/counter-clockwise with a 5 mm until it gets a bit harder to turn. You shouldn't need more than a turn or two.
Turn the barrel adjuster out (tightens the cable) until no threads are visible on the brake side of the adjuster.
Turn the inboard brake pad adjuster in/clockwise until it gently clamps on the rotor.
Tighten the caliper mounting bolts.
Turn the barrel adjuster in all the way.
Turn the inboard brake pad adjuster in/clockwise until the pad just barely touches the rotor, then back it out just enough so it does not rub.
Turn the barrel adjuster out (tightens the cable) until the pad just barely touches the rotor, then back it out just enough so it does not rub.
Spin the axle to check for rubbing of pads on the rotor. Adjust both pads as needed. The goal is to get the pads as close to the rotor as possible without rubbing on it.
Use the barrel adjuster to take up cable slack if it is needed. The outer brake pad is adjusted via the cable tension. The more you turn this, the tighter the brake lever feels.
