There are a few ways to get the handlebars higher, whether you change the bars or the stem, you can get the same result either way.
I would encourage you to take a look at https://whatbars.com/ That site will show you what the bars look like compared to each other.
This bar will require a clamp shim or a stem made for 25.4mm handlebars*. Velo-Orange sells both.
